Contest, they are offering 15,000 dollars in prizes, 5,000 for Best Picture, 5,000 for best Make-up/Costume, and 5,000 for creepiest character.
Entries must be of the Horror, Thriller, or Mystery genre type, overall just scary.
Entries must be 3-6 minutes long, and submissions must be postmarked between June 2nd and July 28th. All submissions must be received by August 4th.

Does anybody know if you're allowed to upload the video you sent in to the contest onto youtube? Is it against the rules?

I would not upload anything to the internet that you're submitting to the contest until after you're submission has been shown on television, OR until it's been rejected (if it gets rejected.)

I can arrange a submission of any material by any Non-American teams.
You're going to have to remember to send me an NTSC copy of anything you wanted submitted though.
I won't require any winnings.
