It's so people that first come to the forum have a place to first enter, and REALLY know what the forum is all about before they start posting.

It also helps explain to them what the sections of the forum are, a lot of people put first posts in the wrong section, like they'll make FX Requests in Questions, or they'll ask Questions in Suggestions and Tips (hoping to GET Suggestions and Tips), or post their video page in Chit-Chat instead of posting it in "Your Projects".
