What's the big difference between the two Adobe programs?

Premiere is a movie editing program, like adding music, making the different scenes, basically a super advanced version of windows movie maker or iMovie.
After effects on the other hand is a compositing program in which you can make effects for the movie such as introductions or other effects in certain scenes.

Yes I'd say that's a pretty good summary.
In short,
Premiere is for cutting.
After Effects is for your explosioney needs.
After Effects obviously can do more than that but thats just an example for a beggining filmmaker. :)
