Does anybody know where to find one besides the one in Orlando? (that one doesn't let you up on it). Why am I asking? Because that is where I wish to propose ;)

Yes I do! You're going to just keep going in one direction then when you come to the ocean go to the bottom and look around a little bit until you find the Titanic then go inside and head to the grand staircase. Problem solved.

Does it have to be the Titanic? Or just a grand staircase? Cause I'm sure there are plenty of old antebellum mansions that give tours etc that might have a suitably grand one throughout the south. Plenty of venerable opera houses across the country that will have them (preferably playing the Marriage of Figaro at the time).

I know there is a lifesize picture of one in Bar Harbor, Maine, in the Titanic museum. (I think it's Bar Harbor, Maine) There might be a replica there, I'm not sure because I've only seen pictures. However, google "Titanic Museum" and see what you get. I'm sure there will be a few and some might have the staircase.

call the management of the one in orlando and ask for special permissions to go on the staircase to propose to your girlfriend
