Google it. Search your town for small theatres and then politely ask if they know of any film festivals or film groups. Same for any local art groups or galleries, or film groups at the nearest university. (A lot of the student groups at my alma mater allowed non-students to join.)

If you go to withoutabox.com they have a list of U.S. film festivals and some international film festivals. I'm not sure if you need an account to browse the listings but you do need one to use their services.

withoutabox.com provides entry services to a lot of film festivals worldwide.

You can enter into Tromadance. Its free and they take submissions from entries outside the US.

Yeah, what happened is I was going to enter a local film festival, and I told all my crew so. Where I read it said entries were due in by mid-August, which I could make, but its actually in for two weeks, which would mean I would have to rush the film and I do not want to do that. So now I'm just looking around for other festivals to enter it in. We live on an island so there's no way to getting to any other film festivals, and my crew was looking forward to seeing it on a big screen, so thats pissed them off a bit.
