I've created a couple, here's the quickest\easiest way

Get photoshop, get after effects

Type up your text in photoshop and make sure your work fits as one line on your canvas. If your canvas is 10px high and 1200px wide so be it.

Delete the rear page leaving your text and a transparent background.

save as a psd.

Import into after effects as a composition, key frame animate from start position moving to the left. Composite ontop of your other footage.

render out.

It's not as resource intensive as other solutions and renders pretty quickly.

EDIT: It's been a while, but you may have to rasterize your text before saving to psd but I just don't really remember.

You get that effect in WMM already done for you. All you do is change the colour and type your text.

That's always looked kind of ugly to me, but sure, if it works, it works.

News readers normally look ugly too so I like to keep the balance :D.

It works alright on WMM
