Video editing software? Adobe Premiere Elements. Costs about $100 and should do whatever you need.

acudemicsuperstore.com has some pretty good deals on there, and if you have proof your a student or a teacher, you can get a good discount.

Adobe premier elements, lots of tools, tiny price. About $100 in stores, you can find it for 1/2 that on eBay :)

Use the built in windows movie maker for basic projects, or to get your feet wet.

Magix Movie Edit Pro 12 its only $50 and it has a lot of effects.

final cut express 1.0 on ebay for cheep. final cut express 3.5 from apple for only 100 bucks.

or
Pinnacle Studio 10, (the polite, user-friendly cousin)

For FX or clip compiling/composition? Cuz EffectsLab Lite or Pro (http://www.fxhome.com (http://www.fxhome.com/)) works awesomely for FX, and Adobe Premiere Elements 3.0 is a miracle worker for compiling.

i would go with pinacle studio 11 ultimate. it does everything i need it to do. Plus it comes with a green screen although it's not very big but it helps you if you just want to learn how to use the program.
