1. Canon HV20 ( I think it might be a bit above the price range though)
2. Adobe Premeir Elements ( I think is around $200 )
3. You can get Adobe After Effects Pro for $350 from academicsuperstore.com ( probably misspelled, so just do a google search and you'll find the website) Usually AAE is $1,000, but the website gives student discounts. They sell pretty much any comp. program but for less than half the price.

1. Canon Hv20
2.Adobe premeire elements (http://www.amazon.com/Adobe-Photoshop-Elements-Premiere-4/dp/B000UK8LI8/ref=pd_bbs_2?ie=UTF8&s=software&qid=1201216895&sr=8-2) here you can get it for 98 bucks after rebates and it comes with a photoshop which is descent I have it and its worth everyone penny.(make sure you look up which processors it supports some old amd's and pentiums don't have SSE2 support and it will not install.)
3. Effects lab Pro (for effects) Composite lab pro (grading and green screening) Both by http://www.Fxhome.com they are very powerful tools and i highly recommend them the pro versions support hd resolutions. Buying them both will cost you 300 bucks but it is amazing.

I'm sorry but I really hate adobe premiere elements. I have it and I am never happy with my results. Sometimes the audio gets messed up, other times video is messed up. It messes up about 50% of the time. Go with vegas.
