Uh, no. It was voice-acted by this woman (http://en.wikipedia.org/wiki/Ellen_McLain), who is an awesome voice talent.



**EDIT** Never mind. I thought you were talking about the actual voice actress from the actual game, "Portal." These guys in this video may have used their PC's, but it sounds like they voice-acted it and then altered their voices.

Any method for recording an MP3 file will allow you to add voice, or any other sound as an audio track in an editing program. Since I'm a musician I use my home recording studio for this kind of stuff. I even use the effects in my Line6 guitar amp to record voice from a microphone and place another mic in front of the amp to record the sound with effects. There are all kinds of cool things you can do if you have a friend with music recording gear.

oh actually i just thought of something, i can do this exact effect with a nice toy i have called a kaoss pad. its hard to explain exactly what it does, i recommend the KP3 if you have the chance to pick one up.
