I have two questions is a mini dv an actual small cd, and to edit can you just plug the camera into the computer,It may seem stupid to ask but i'm new to this

No, a MiniDV is a magnetic tape, cassette format. Basically it's a tiny VHS tape.
A Mini DVD on the other hand is a small DVD that some video recorders use instead of a MiniDV.
With most MiniDV cameras, you just plug it directly into the computer, and use an editor like Windows Movie Maker, or Sony Vegas, or Adobe Premiere, or whatever you have to capture the video from the camera.
Most camera's come with instructions on how to do this, but usually you hook up your USB or firewire cable to your computer, load up your capture or editing program of your choice, and go into capture mode. (Different programs have different instructions on how to do this too.) and some of them communicate directly with your camera and capture, while others you have to hit "play" on your camera and THEN your computer can start capturing it.
But that's basically it.

You can record straight to your computer just like a Mini DV, it's just a different type of storage.
