adobe premiere layout

Hi y'all. It's been a while since I've posted but had a rather simple question and was hoping someone could lend me a hand...

I'm use Adobe Elements 4.0 and the default project layout is frustrating and I can't for the life of me figure out how to switch this paticular setting.

Right now on default the fields are layed out as such...

When I'd like it to be laid out as such...
