First off, I searched the forums and couldn't find what I was looking for.
So, when I record with my Canon ZR800 and finally get it on the computer, when I playback I get a buzzing/recording noise. Is there a way to fix this?
NOTE: I only have WMM at the moment.
If you were recording with the camera's mic, it's probably the sound of the motor driving the tape. That's one reason to use an external mic when you can.
In post, you can try this:

I know it's the tape, but I have no external mic. Only one I can use for voiceovers and things. It's the Rock Band mic.

Oh, and it talks about Audacity. Is that a good program? Also, what are some other programs that can do this? Any basic audio editing program?

Sony Sound Forge isn't outrageously priced and it's pretty good for sound editing.
But yea, to get rid of the humming, you're going to want to try to find a way to do external recording. Possibly with a digital recorder or a minidisc recorder like Steve mentioned.
Also, make sure that you have your air conditioner turned off, your fans turned off, your computer turned off, your refrigerator and any noisy lights turned off, etc.
You've just got to clean your environment of external noise, and then you can load your audio into a sound editing program, Sound Forge has noise reduction, you won't be able to get rid of tape hiss totally, but you can make it a bit less noticeable.
ESPECIALLY if you are getting nice loud clear noise from your film that drowns out the tape hiss.

Well, I tried out a trial of Premiere Pro CS3 and when I export, it has a noise reduction option, I think. Only tried it once.
